The recast Energy Performance of Buildings Directive introduces whole-life-carbon (WLC) calculation and reporting obligations for new buildings, progressively binding from 2028 (≥1000 m²) to 2030 (all new buildings). Aligned with both CRCF (creates demand for documented biogenic-carbon storage) and the cascading-use principle in RED II Article 3(3) (rewards long-life storage through lower embodied-carbon outcomes). Paired with ESPR construction-products delegated acts, this is the demand-pull that makes biobased material producers bankable.
