Romanian national sub-measure (Measure 17 Risk Management, intervention DI 3B) under Regulation (EC) 1305/2013, encouraging farmers to participate in private insurance schemes to manage risks affecting agricultural production. Eligible risks: adverse climatic phenomena (drought, scorching heat, floods, hail, frost, torrential rains, storms, hurricanes, tornados); infestations with quarantine plant-harmful organisms; animal diseases. Beneficiaries are active farmers. The ABC project aims to improve this instrument through interregional exchange of good practices in adapting agriculture to drought, flooding, persistent rains and other systemic risks — adjusting coverage, frequency, and methods for biobased construction crops that may shift risk profiles.
